Michael Khalilian, President & CEO, Intl. Packet Communications Consortium

Michael Khalilian is Chairman & President of the IPCC. He also serves as Chief Technologist, Advisor and Board member to SPs including such companies as, Caerus Inc. and Cable America. Prior to this, Khalilian was CTO at Time Warner Communications. He has also held senior management positions at BellSouth Communications, FAA/Harris Government Communications, Siemens and the FCC.



Girish Pathak, VP, Chief Customer Strategist, TELUS

Dr. Pathak is responsible for championing TELUS’ customer strategy, managing strategic marketing and communications, and supporting sales with innovative and integrated solutions consisting of voice, data, and video applications.

Prior to his current position, he was TELUS’ Chief Technology Officer, where he was widely recognized for leading the transformation of network and services to an Internet-protocol (IP) based Next Generation Network, NGN. This industry leading, cost effective, and carrier quality network enables the convergence of voice, data, video, and integrated services for consumers, businesses, and wholesale customers. Before TELUS, he held key technology positions with Verizon, Xerox and Texas Instruments.

Dr. Pathak served as the technology expert for Vancouver’s successful bid for the 2010 Winter Olympic and Paralympic Games.



Earl Turner, Sr. Director VIP Technology, Time Warner Telecom

Norman E. Turner (Earl) received his BS and MS degrees from City College of New York and Brooklyn Polytechnic respectively. He has over 30 plus years of telecommunication experience and has worked in various areas of the Bell systems, including a rotation to AT&T corporate staff in 1981. Earl’s other assignments included Bell Communication Research (BELLCORE) as a Member of The technical staff (MTS) from 1984 to 1988. In the past, Earl has been involved in managing and planning Switching and transmission networks and was a member of NYNEX technical that planned and deployed FLAG Submarine Cable System. Earls current interest are in SONET/SDH applications to Terrestrial and Submarine Cable Systems, IP networks and their impact on the future of traditional TDM / PSTN networks.

Earl is presently Sr. Director of VoIP /Access Technologies and EMS/OSS Systems at Time Warner Telecom a facility base switch access, transport and Internet provider.
