Jack Waters, EVP, CTO & President Voice Technologies, Level(3) Communications Mr. Waters is an Executive Vice President and Chief Technical Officer (CTO) for Level 3 Communications, Inc. and is responsible for developing the company’s overall technology roadmap. He is also President of Voice Technologies and is responsible for insuring the technical component of Level 3’s Voice strategy ties into its network architecture, links with external networks, and interfaces with a wide range of databases and applications. Prior to joining Level 3, Mr. Waters was an executive staff member responsible for the architecture, design, and implementation of MCI and Concert's Internet Services. Additionally, he was one of the original key contributors who designed and built MCI's initial Internet Service.Mr. Waters has over 16 years of experience focusing on engineering and design of Internet technology and services.
