BellSouth will start imposing Access Charges on ITSPs

I knew it was going to happen. It was just a matter of when.
The details regarding the BellSouth position is available 
at: http://www.bellsouthcorp.com/issues/telephony 

BellSouth said they would start imposing access charges on Qwest back in
April when the FCC report to Congress was being drafted, but this is the
first indication I've seen that they are forcing the issue. 

In fact in the Sept 5, 1998 issue of TR Daily 
(published by Telecommunication Reports International)
it was reported that "BellSouth Corp. has informed carriers that provide 
long distance voice services over the Internet or use Internet protocol 
(IP) technology that they must use BellSouth's access services, which, 
in turn, would require them to pay access charges." According to TR, 
Bell Atlantic and Ameritech said that they have no plans to follow 
BellSouth's lead. 

While the BellSouth announcement may appear to be bad news for 
Internet Telephony Service Providers ("ITSPs") operating in the BellSouth 
territory, I would find it very hard to believe that many (if any) ITSPs 
went into business just so they could avoid paying access charges to 
RBOCs. While every penny per minute saved literally is a penny earned, 
the payment of Access Charges should not make the difference whether an 
ITSP can sustain their business.

So whether or not Access Chargers are currently being charged by BellSouth
or other RBOCs, I believe that unless "preemptive measures" are taken -
it will be only a matter of time until all RBOCs attempt to collect 
from ITSPs who are operating in the territory of a RBOC.

The biggest challenge facing BellSouth will be their ability to enforce
their new position without affecting the ISP community. Of course, the
market timing is now great for the introduction of IP Telephony applications
which blur line between 'black phone to black phone' service and offer a set
of value added services.

What to wear at Fall '98 VON?

During the past few weeks our office has received both e-mails and
phone calls from attending delegates wanting to know what to wear at
the conference.

Except for your conference host - Jeff Pulver who may be seen wearing
a tie on the first day of the conference - the entire event is:
"Business Casual". Please wear the clothing you feel most comfortable 
wearing during the day.

What's going on at Night during Fall '98 VON? 

For Delegates and Speakers attending both the workshops and the conference, 
you are invited to attend our "sneak-preview" of the exhibits from 5.30 
to 7.30 pm on Monday, September 14th. Beer/Wine and Soda will be served.

Our Registration desk located at the 14th street side of the Reagan
International Trade Center will be opening at 7:00 AM on Monday and will
remain open until 8:00PM on Monday night. If you are not attending the
workshops but would like to avoid the Registration lines on Tuesday morning,
we would strongly suggest that you consider picking up your Delegate badge
sometime on Monday. 

On Wednesday, September 16th - Delegates, Speakers and Exhibitors attending
the conference are invited to attend Jeff's All Conference Party taking place
at Sequoia's which is being co-sponsored by RADVision. If you want to attend
the party you MUST pick up an invitation from the Registration desk by 5:00pm

The Israeli Embassy and Jeff Pulver invites Fall '98 VON Delegates to a

Spring '99 Voice on the Net - April 13-16 at the Rio Hotel in Las Vegas, NV 

We have just finalized the arrangements for Spring '99 Voice on the Net.
Spring '99 VON will be taking place at the Rio Hotel April 13-16, 1999.

The official call for speakers will be going out on in mid-September and 
we will begin accepting speaking proposals on-line at 
http://pulver.com/von99 at that time. 

Our exhibit floor in Las Vegas has been expanded to accommodate over 130 
exhibitors. In the past we have sold out our available exhibit space 
ten weeks before our conference. With our Las Vegas venue we hope to be 
able to accommodate more exhibitors.

In fact, if you are interested in exhibiting at Spring '99 VON, and would 
like to reserve your booth for next year, please feel free to meet with 
the pulver.com Sales Team while you are in Washington.

Starting with Spring '99 VON we will finally be able to support the requests
from our exibitors who want to invite their customers to see their booths at 
the conference. In addition, all readers of The Pulver Report who register
for an exhibits only pass (in advance) on our website will be given the
opportunity to walk through the exhibits area as our guest.

Summer '98 Net based Distractions

1. Card Playing on the Net

During the past few years I've become a big fan of Net based Communities 
and have enjoyed watching the ways the Internet continues to have an 
effect on my daily life. I've recently become a fan of Yahoo - not for 
the content but for the community.

Most of the time when my extended family gets together, one of the fun 
things that I enjoy is to play a game of Spades. Thanks to 
Yahoo I no longer have to wait for a family gathering to sneak away to 
play cards. At games.yahoo.com one can play not only Spades, but also 
Bridge, Poker, Hearts and a handful of other card games. 
These games are quickly delivered to your desktop as a Java Applet. At 
any time of the day or night there are people around who you can play 
cards with and text chat with. I'm sure that in the near future Yahoo 
will look to add audio conferencing support so that everybody who is in 
the same virtual room playing cards could speak to each other during the 
progress of the game.

2. The Pulver Family's contribution to e-Commerce

While I may enjoy playing cards, it is my wife who has been helping out 
the e-economy. First it was eBay ( http://www.eBay.com ) which has 
become the virtual Flea Market of the net where at any time there are 
over 500,000 objects being auctioned at a time. Then she discovered 
NetGrocer ( http://www.netgrocer.com ) a place where for the past nine 
months she has been ordering all of the non-perishable good for our 
home. ("good prices and the items are delivered directly to our 
doorstep"). And her most recent discovery was TicketMaster 
( http://www.tickmaster.com ). Imagine being able to sit at your computer 
and pick out the best available seats for your favorite performer, 
never having to wait on hold to order tickets. The best part is when 
you show up at the theater and the tickets you ordered are actually 
waiting for you at the "Will Call" window waiting for you to pick them 
up. And just a few weeks ago even my sister who is in the Greeting Card 
business started selling her stock cards on AOL. 

3. Tracking Baseball on the Net

Each Summer I spend too many hours tracking the exploits of my favorite
baseball team, the New York Mets. While websites like ESPN - 
www.espn.com provide great coverage of sporting events and hometown 
teams, I have grown to especially enjoy the writing style of the beat 
writers from my local newspaper - Newsday ( http://www.newsday.com ). 
My biggest gripe with my local newspaper is that whenever the team I'm 
tracking plays a game after the time the early edition of the newspaper 
goes to press, the game that I want to read about the following morning 
isn't in the paper. Sometimes that game story appears in the following 
day's edition but by that time the story is really old news. I'm not 
sure what took Newsday so long but it took about two years after their 
website became functional for them to provide a service which as a sports 
fan I find to be invaluable. Whenever they cover a story about a team 
and they are not able to write about the game because it wasn't over 
before they went to press - they now include a small reference at the end 
of the story which points to their website - for example - 
http://www.newsday.com/mets.htm. And speaking about the Mets -
their website - 
http://www.mets.com not only provides game recaps, Mets press releases 
and player statistics but they also provide live Real Audio coverage of 
games in progress.
