Jeffrey Carlisle, Chief, Wireline Competition Bureau, FCC

On August 4, 2004, Jeffrey Carlisle was named to become Chief of the FCC’s Wireline Competition Bureau. He joined the Bureau in June, 2001 as Senior Deputy Chief, and has served as Co-Director of the FCC’s Internet Policy Working Group. Before joining the FCC, he practiced law independently and as an associate with O’Melveny & Myers, specializing in transactions, mergers and acquisitions of telecommunications companies, and competitive entry into local exchange markets. Mr. Carlisle received a B.A. in History from the University of California, Los Angeles, a J.D. from Boalt Hall, University of California, Berkeley, and an M.A. from The Fletcher School of Law and Diplomacy.



Tom Evslin, Principal, Evslin Consulting

Tom Evslin was Co-Founder (with wife Mary), Chairman and CEO of ITXC Corporation, the world’s leading provider of wholesale VoIP. The company grew from startup in 1997 to one of the world’s largest carriers of any kind by 2004 when it was acquired. Previously, Mr. Evslin was responsible for the conception, launch, and operation of AT&T’s first ISP, AT&T WorldNet. While at Microsoft, he was responsible for the server products now in Microsoft BackOffice including Microsoft Exchange. Key assets of the Evslins’ software company, Solution, Inc., were sold to Microsoft. Mr. Evslin now splits his time between Evslin Consulting and charitable boards. He is writing a murder mystery set in the Internet bubble.



Rubin Gruber, Founder & Chairman Emeritus, Sonus Networks

Mr. Gruber is a well-known and highly successful entrepreneur. Prior to founding Sonus, Mr. Gruber founded VideoServer, Inc., (NASDAQ-VSVR) a supplier of videoconferencing switching equipment. Prior to VideoServer, Mr. Gruber served as Senior Vice President BBN Communications Corporation, where he introduced a new generation of packet-switching equipment in support of mission critical applications. Mr. Gruber also founded Davox, (NASDAQ-DAVX) a supplier of outbound call-center systems and Cambridge Telecommunications (CTX), which was the first company to incorporate microprocessors in communications equipment and an early supplier of packet network access equipment. CTX was acquired by GTE and remains part of Sprint.



Ofer Gneezy, President & CEO, iBasis

As co-founder, president, and CEO of global VoIP company iBasis, Mr. Gneezy is one of the true visionaries of the IP telephony industry and a recipient of Pulver.com's Industry Pioneer Award. Prior to founding iBasis, Mr. Gneezy pioneered the field of industrial automation. He was president of Acuity Imaging, Inc., a multinational leader in industrial automation technology and president and CEO of Automatix, which he merged with Itran, Inc., to form Acuity. Mr. Gneezy is a graduate of the Advanced Management Program at Harvard University's Graduate School of Business Administration and has an M.S. in engineering from M.I.T.



Elon Ganor, Chairman & CEO, VocalTec Communications Inc

VocalTec is led by CEO and Chairman of the Board of Directors, Dr. Elon Ganor. Ganor is one of main driving forces behind founding and ongoing development of packet telephony, technology now sweeping the global telecommunications market. Under his direction, VocalTec launched the VoIP industry with introduction of Internet Phone software in 1995. Ganor has been cited as industry leader by leading trade publications such as Financial Times, Der Spiegel, Wall Street Journal, BusinessWeek, Reuters, Fortune, Net Economy, and Industry Standard. Prior to joining VocalTec in 1990, Ganor had nearly a decade of international business experience and several years as a practicing physician. He holds medical degree from Tel Aviv Medical School.



Jeff Pulver, CEO, pulver.com

Jeff Pulver, President and CEO of pulver.com, Inc., is a globally respected visionary with more than a decade of experience in Internet and IP communications and is a "parallel entrepreneur." He is the publisher of Internet technology-related research such as The Pulver Report, and the creator of Voice on the Net (VON) and Presence and Instant Messaging (PIM) conferences. Mr. Pulver is the co-founder of the VON Coalition, Vonage, and WHP Wireless and is one of the true pioneers in Internet Telephony. In 2000, Mr. Pulver launched pulverradio.com, the first B2B 24x7, Internet-based rock-oriented radio station with Internet/Telecom content. In 2001 he founded ReUp Records. Mr. Pulver is also the founder of Spreadsheet Solutions Corporation, which publishes financial add-in products for Lotus 1-2-3 and Excel, including FINalc, @EASE, and @Fixed Income.



Robert Pepper, Chief of Policy Development, FCC

Bob Pepper was appointed FCC Chief of Policy Development in March 2003. In this capacity, he serves as a direct advisor to the Chairman of the FCC on long-term policy planning including formulating and evaluating long-range policy options. Previously, Dr. Pepper was Chief of the Office of Plans and Policy (OPP); under his leadership, OPP was responsible for policy questions that cut across traditional industry and institutional boundaries, especially those arising from the development of new technologies as well as the intersection of regulation and changing market economics. Before joining the FCC, Dr. Pepper was Director of the Annenberg Washington Program in Communications Policy Studies. He also has been Director of Domestic Policies and Acting Associate Administrator at the National Telecommunications and Information Administration.
